The need for new recipes for a persistent external debt

This article seeks to describe the context in which takes place the international financing toward the developing world, to recapitulate the initiatives undertaken before the problem of the debt which arise from the explosion of the crisis of 1982, to expose the recent evolution of the indebtedness with special attention to Latin America -because this is claimed by its figures and the tendencies that indicate- and lastly to present some of the most interesting alternative proposals which are working from the civil society and the academic world.
